INCENTIVES

WDGC begins exploring potential incentives early in the site selection process. Typically, we examine potential incentives once a longlist of location contenders emerges in the screening phase. During the subsequent field work phase, WDGC obtains written preliminary incentives packages from lead economic development agencies in shortlisted locations (often three). Economic value is injected into our multi-year cost comparison (including payroll, our company, taxes, etc.) of shortlisted locations.

Incentives comprise one element of making a final site selection decision. But they should generally be viewed as “icing on the cake”. It is far more important to land in a location where critical operational requirements can be met over the long-haul. Incentives should be viewed as enhancing a powerfully attractive location.
Building upon nonbinding submittals received during the field investigation phase, WDGC can complete final negotiations, usually in 2 or more locations. We will obtain binding commitments for both statutory and discretionary incentives. Recapture or clawback provisions are negotiated to be both fair and flexible. The effort dovetails closing with final site and/or building negotiations.

Throughout negotiations, WDGC works closely with client team members both internal and external. Additionally, we concentrate on specific sites as (some incentives are geared toward targeted properties (e.g., in distressed communities). WDGC attends requisite meetings, prepares all applications, assists in crafting communications positioning the incentives package, and identifies future trigger dates for continuation of selected incentives.

Projected savings over the life of the entire package are quantified. Among the kinds of incentives that frequently apply on site selection projects are:
